It is possible (providing you plan to spend enough time in Turkey) to get a pet passport from a neighbouring country, i know because i've done it. The process takes about 7 months. You can go between Turkey and Greece on the boat or Hydrofoil with no problems at all as long as you have the upto date paperwork.
The only downside is that you will then have to travel in and out of that neighbouring country.
