Technically there is an earth, the prongs on the top and bottom of the socket are the earth. However many homes are built with very poor earth connections.

I would get them to remove the socket and get the cables out the way, if the developer won't do it get an electrician in. There is probably an access point close by where they can disconnect the spur and pull the cables up and out of the conduit. Labour rates in Turkey are low and it'll probably only cost around 20ytl for this.

What use is a guarantee once you've been fried.

It is typical Turkish, we have a similar arrangement in both our properties, they put them like that for washing machines or dishwashers without really thinking things through.
