I could be wrong Ivy, I will need to check upon it when we get out to Turkey, but I thought that the latest Turkish building regulations required damp course to be fitted in new construction. My guess is that the consent for the building was passed prior to the legislation and therefore does not have to comply. Traditionally builders only occasionally used a dpc in Turkey.
Water will over time penetrate concrete, or any other porous structure if like in winter the ground is permanently wet or damp.
