You can top up your Dongle without buying a new sim card every time.

Go to the Turkcell home page
Go to Hesabim
Under TL/PAKET YUKLE, go to Bilgisayardan Internet Paketi Yukle
Select it
Select HAZIR KART
Select your data amount
Scroll down and enter your details (you can translate if needed)
Click the yellow button and Pay!

However there is a time period that your sim will become inactive. You have 180 days from your last top-up. After that you go into a semi-active period of 90 days. During this period you can receive calls but can't make them, even if you have credit. If you don't top up before the end of the 90 day semi-active period your sim will be cancelled but you can buy it back by contacting Turkcell.
This applies to normal phone credit but I imagine it's pretty much the same timescale for data top-ups.
