Yes that's what I've been told. But I've also been told by several different shop owners that this problem is due to the all inclusive holidays. But the best was that in several bar/ cafeterias that I know, the Russians came and sat down with their picnics courtesy of the hotel and proceeded to enjoy their fayre. When the owners told them this was not allowed, on all occasions the reply was "everything is all inclusive in Turkey" and they would not budge till their picnic was finished. It's a wonder that any shops are surviving. The all inclusive is killing so much local trade.
