Theres a couple of things here, The Government cannot interfere with the judicial system without legislation being put into place first. That legislation is usually done via Committees on a cross party basis, they vote on in Parliament, then onto HoL. Magistrates and Judges have ample powers but choose not to go the full hog.
A prime example was what I posted early, three life sentences can equate to 15 years....the Judge could've said, three life sentences, minimum 30 years.
