Damp rises by capillary action to 120cm max from the ground level i believe.
This will happen if theres no damp proof membrane.
However as i'm sure you know, poor ventilation in unused properties can cause the salts used in the mortar or some mildew to appear on the walls too.
Mildew will also appear on walls suffering from some water source/leak.
