Hi,
Our builder has told us he will turn off our electricity and water if we do not pay our maintenance. We have disputed the maintenance fee as we do not have contract etc. They are charging €130/month for apartment. I told him I will pay half as I believe this is enough. He has refused this and said if I do not pay full amount he will cut off water and electricity. I have always paid these charges to him (without receiving bill). I have my Tapu since last year. Can someone please advise if he is legally entitled to do this.
