are you sure what you did to the phone barred making a call or is it because you did not top up in a quick enough time frame
after 90 days of registering or last topping up that day included you are barred from making calls
after 180 days incoming barred aswell
after 210 days you loose the number and have to re register with a new sim
try calling the phone to see if it rings or is it not set up for roaming
turkcell customer services are realy helpful speak good english and understand well if you are barred from outgoing and you wish to make a call you will need to contact them. you can pay online if registered but you will need to be activated for roaming to get the pin (password) sent to the phone
you can also pay by credit card but it has to be turkish and not english
