It's a very difficult business to establish. Turkey was told a few years ago that it's import to export ratio was terrible and they needed to make changes to turn these numbers around. I believe it was another issue with the EU and Turkeys attempt to join them. It would take too long for the government to offer incentives to attract manufacturers so instead they simply made it very very difficult to import. Not fair, often corrupt but effective. I was told this by an importing company a few years ago.
