The problem seems to be in having a legal contract signed. I would think you could consult a lawyer regarding this IN Turkey. Have the lawyer draw up a proper contract and then simply copy this contract and have the signatures where they should be before handing over the keys. I would assume you could have an agent or who ever be given power of attorney to handle this matter if your not there to do it yourself. I would hope it would be as simple as this. But I doubt it....LOL
