Fundamentaly Yes. This is not the first suspension of sales to foreigners. I have been here for five years and the Law has changed twice. Unfortunately in Turkey the new law(s) are applied retrospectively, adversely affecting some owners of legally purchased land and property. I do not think Turkey offers any security of tenure for a Foreign owner of land or property.
We are not all equal under the law in this respect. As I understand it Turkey is a signatory to the EU Human Rights Charter however the EU has accepted the right for the Turkish Government to ' deprive ownership of any land or property owned by a foreigner where it is in the the National interest. Also the EU have accepted that Turkish laws pertaining to ownership of land and property 'may be different between Foreign Nationals and Turkish Citizens'.
So whether you are the owner of a Legal TAPU and Habitation Certificate or not it really does not matter. No doubt the law relating to Foreign Nationals owning property will continue to develop, at any time the law can change.
