I don`t know too much about living costs in Turkey so could you give me a general overview as to average prices.
In the UK my council tax is £1200 a year
I have asked my friends in Uzumlu what they pay per year but I know it is much, much less than that.

Yes, and they will let me know costs

I]No, it is fresh water, although the mineral content is quite high and things like kettles and pipes get 'furred' up quite quickly.
Do ex-pats buy bottled water for brushing their teeth ?
No, they use the tap water normally.
Petrol / Diesel ?
As expensive as the UK, if not more so. Many cars are converted to run on LPG which is half the price.
Electricity I pay about £1 for 5kW (it gets cheaper after 200kW) ?
Electricity is quite expensive, there is a three tier tariff - 5pm - 10 pm most expensive; 10 pm to 7 am cheapest and 7 am to 5 pm higher. There is a thread on here about electricity prices.
Swimming Pool Question - does anyone look after this themselves or do you get a pool man in ?
I look after my own, its quite simple once you get used to it, or if you prefer you can get a man in. Is it a pool solely for your own use?
Day to day shopping costs compared to the UK ?
Depends where you shop. Fruit and veg from the farm or market is much cheaper, fresher and better tasting. BIM supermarket is cheap, Migros and Carrefour not so cheap and there are some in-between ones. Wine is expensive. Again, I think there is information on a thread somewhere on here.
Are cars easy to buy in Turkey ?
Cars are easy to buy, but very expensive
