GarryP: I got the quote below from the Mugla Tourism office:

"Tourists may fish for sporting purposes in non-prohibited regions without obtaining licenses. Amateur equipment and noncommercial, multi-hooked lines should be used, and fishing nets should not weigh more than 5 kg. Commercial fishing by foreigners carries heavy penalties.

Details concerning fishing zones, minimum fish size and the number of fish that may be caught per person, can be obtained from: Orman Bakanligi, Su Urunleri Sb. Md. Gazi Tesisleri 11 Nolu Bina Gazi, Ankara (Department of Fisheries, Ministry of Agriculture and Rural Affairs) Tel: (312) 212-6300, Fax: 221-2170"

This means that as long as you are fishing with a rod and for sport, you are OK. You can see that there is a restriction on net size/weight.
