So 12 apts plus 2 villas = 14 times 90 times 12 =15120 pounds per year (or it did when ı went to school). So given that a full time kapici is paid about 6000 GBP per year including SSK it does seem way over. On a normal Turkish complex or block of flats the occupants appoint a block manager from amongst themselves and have a meeting once a year to decide what needs doing in the block and how much they should be paying monthly etc. once this is set up it does become effectively legally binding to pay your montly fees, that said its run by the occupants for te occupants so its a) never expensive and B) in theır best interest.
Now if you ave bought from a developer you will need to check your contracts to see what was in them regards site management. It may be there is nothing in your contracts so there would be nothing to stop all occupants getting together and either running the site themselves or finding a management company with more reasonable rates and contracting them.
