Lorraine you are correct in what you say the authorities are cracking down on this and now the utility companies will not supply electric and water without the ferdi iskan or habitation certificate, and in Antalya the water company will not accept a photo copy but want to see the original documents. Any buyer should see all the documents and any good agent should supply them and explain them and if the habittation certificate hasnt been completed (buying in build) then your contract should clearly state who is paying for it.
