are you sure its damp and not the salts of the building materials seeping through, as most new buildings suffer from this. If the paintwork is flaking off in small dry particles it could be due to the salts, if this is the case, just wash down the walls with clean water, wait until dry, then re-emulsion using a good brand of paint. To check whether or not its damp causing the problem, you need someone to come in and inspect the walls with a damp meter
