Animal shelter for Akbuk.

The Animal Protection Law, Temporary Shelters and Stray Animals on The
Bodrum Peninsula
For many years, scientists, veterinary surgeons and organizations that care for animals have researched the street
dog problem. This research has found that the kindest, most effective solution is: catching the street dogs, treating
them for any ailments, neutering to stop them breeding and then returning them to the street. This is called Catch,
Neuter and Return (CNR), and is the only method of controlling the street dog population endorsed by the World
Health Organization. Preventing dogs from reproducing means the dog population will not grow and, over time, it
will reduce.
Scientific research has also shown that taking away all the street dogs from an area (by killing them or moving them
to another area) is not a solution to the problem since, if the dogs in one area are removed, others will soon move
in. There is always food and water around towns and homeless dogs move to areas where there is food. Also, as
long as people behave irresponsibly, allowing their own dogs to reproduce and abandoning unwanted dogs, there
will always be a supply of new street dogs.
In 2004, Animal Protection Law No. 5199 came into force in Turkey. This law and its bylaws cover numerous issues
pertaining to animal welfare, including those concerning wild animals, pet animals and their owners, petshops,
farm animals, slaughterhouses, laboratory animals, animals hit by cars, street animals and shelters. The law states
that a CNR program must be implemented by every municipality with support from NGO's and individual
volunteers.
Animal Protection Law No 5199
Article 4
a) All animals are born equal and have a right to live within the framework decreed by this law.
b) Domestic animals have the right to live in conditions suited to their species. As well as the
lives of owned animals, the lives of ownerless animals must also be supported.
j) Local governments, cooperating with voluntary organizations, must set up shelters and
clinics for the care and treatment of ownerless animals and animals no longer capable of working
(refers to load-carrying horses etc), and must educate people.
k) In order to prevent uncontrolled reproduction, dogs and cats must be neutered by their
owners. Owners who want offspring from their dogs and cats are responsible for registering the
offspring with the municipality and finding homes for or looking after them.
Article 6
It is forbidden to kill ownerless animals or animals no longer capable of working except in the
circumstances stated in Animal Health Zabita (community police) Law No 3285 (pertains to infectious
disease such as rabies). Ownerless animals must be taken without delay to the care centres set up by
or sanctioned by the local government. These animals must first be placed in quarantine areas at the centre. Following their quarantine, rehabilitation registration and vaccination they must be returned to the environment from which they came.

This morning, a few ex-pat animal lovers accompanied a Turkish lady from Ankara at a meeting with the mayor to discuss the progress of plans to build a dog shelter for the town. A place where animals can go to be cared for when they are weak and where they can be neutered before being released.

The position at the moment is that although the Mayor has funds put aside for the project, there is no suitable land available at this time. We asked about the land that was earmarked two years ago is and it is now not available because of some red tape with the "forestry commission" of Mugla.
Belma, our lady from Ankara is going to check this out with Mugla and also get information and support from a source in Ankara. She is confident she can get things moving!
We tried to persuade Mayor SandalcI that dealing with the problem of street dogs and cats is important to non animal lovers too. It would be so good for the town if the situation were under control. Nobody likes stray animals causing a distrubance.
We also stressed our concern that Akbuk does not have a full time reliable vet.

The Mayor has promised to address the problem of holiday makers who bring dogs and leave them in Akbuk when they go and Belma has suggested some ways of easing that situtation.

We told the Mayor of our concern about owners who do not keep their dogs under control, allowing them to roam unneutered and fight with the placid street dogs.

We pledged that if the Mayor will allocate some land and the building materials, water and electricity, we will provide the man power to build the shelter and keep it going with volunteer labour, and donations for food, medicine etc.
Val, who successfully runs the Didim shelter has kindly offered advice if we can get this project underway.

If we get any more information, it will be posted here.

i hope it gets underway as some of the street dogs are so lovely and loving animals , they deserve more. We always buy food to feed them with when we are out and they never fight over it , taking their turns to have some food.

I am shocked that holidaymakers leave their pets behind to fend for themselves , how cruel.

We also asked the Mayor if there was a way that if animals could be sort of registered within a household so if when someone leaves the area they just dump there animal they being the owner could hopefully be found and fined .

Also we are trying to get the Mayor to agree that every animal owner( on this type of registar) should be responsible for neutering of their animals to hopefully help prevent the glut of kittens and pups .

Hi maggie

best of luck in getting this off the ground - you and your friends have certainly put in a lot of groundwork - and by the sounds of it are committed to lots of physical labour.

The mayor will hopefully accept that this is a genuine offer of assistance to his community -and a great example of partnership working.

Who knows how many other doors this might open if successful?

Thank you Steve really the credit should go to Belma and Kym from Akbuks got who managed to get this meeting together in the first place .However there are a lot of us here in Akbuk all willing to help (Volunteer) in wotever way we can to try and make Akbuk a better place for the animals and the residents.

Hi Maggie,
thanks to you and all the volunteers working hard to improve the life of the animals in Akbuk.
please put my name down for any help needed, as i only holiday in Akbuk i would only be able to help at a shelter whilst holidaying but i will try and raise funds from home i:e raffles or carboot sales. please keep us informed of progress.

Wonderful of you! One question; are your works limited to dogs and cats or also to other pets? Birds are very clever and suffer dreadfully when neglected or abandoned.

Istanbul ex pat at the moment the volunteers concentrate mainly on helping the street cats and dogs as we have no shelter or area designated for birds .
This is something that maybe could be looked into in the future.
