That person does not need permission from other owners in the block. At our recent AGM what we were told by our solicitor was that any person refusing to pay their share of the pool licence acquisition could be taken to court and have a Lien placed on their property which 'eventually' if not paid a application to court could be made to resell their property to pay the outstanding debt.

A Lien is similar to the UK of having a charge put on a property which can then only be removed by the debt being paid, being paid first in the case of the property being sold but in Turkey most institutions will not grant a mortgage on a property with a debt on it, so it can also block the potential sale of a property.
And not forgetting the debtor will also be liable for interest at 5% compound on the actual debt plus all costs incurred.
However this can only be done after the debt is 12 months old.

You will find a Ipotek is something else, I to was under the same misapprehension and may also of said the same in a earlier post, but it is for money that is being held by a 3rd party in readiness to pay a bill on completion of the transaction and also can not be withdrawn without the consent of both parties or payment by consent on work etc on completion.

I had a [according to site solicitor ] a ipotek on my property when I bought it .I think they also term it as Hypotech.?
That was a new build .
