Absolutely no issue with hiring cars in the UK - or being put on another family member's insurance for their UK car. Strangely enough many people from around the world use non-UK driving licences to hire cars in Britain every day - Brits included.

I accept that point Ian but sometimes when you have chosen to be a permanent resident of a foreign country you have to bite the bullet and reside in that country until certain formalities are concluded. Its similar to the number of people who apply for residence permits but dont want what they see as the inconvenience of waiting for it to arrive before they have an urgent need to jet off back to Britain.
Sometimes you have to make the odd sacrifice to comply with the laws of whatever country you have chosen to permanently reside in.

In the past 30 years I have been a permanent resident in several countries and took a local driving licence in each one. This is the first country to expect me to surrender my UK one though. I could agree with it if this was another EU country and I was simply swapping one EU licence for another one, but it is not.

It isnt Turkey who is making you surrender your UK licence it is the UK, which coming into line with the rest of the EU and EEA area, say that you cannot hold two driving licences from different countries.
As a result, when you apply for a Turkish driving licence now (as opposed to four years ago when many of us got ours), in line with Turkish law, the Turks are dutybound to return the applicants UK licence to the DVLA.
As most people know, but seem not to want to accept, in order to have a UK licence (or keep one that you already have) you have to be a fulltime legal resident of the UK - a condition most people wrongly think they meet by keeping a postal address in Britain.
So despite many people not wanting to surrender theirs, many are not entitled to it in the first place.
Equally, renewing their UK photo licence every 10 years whilst not being a fulltime UK resident and signing a declaration to say they are legally resident is another loophole being closed by the latest regulations.

It is actually worse than that: you may have the bit of plastic, but if you donīt qualify to hold it by the residence condition, it is not worth the recycled plastic it is written on: it is void.
This is all OK until you hit a serious problem and, for example, an insurance company refuses to pay out because your licence is not valid.
