Iztuzu beach construction

Tuncay Ozkan (ex imprisoned journalist) is sharing pictures from Ituzu beach today, claiming that heavy machinery is heading to the beach, and that people are being refused entry today. The pictures also show Jandarma standing guard in what looks like riot gear (with shields).

Anyone have any further information?

In short - the people who are trying to take over the boat end side of Turtle beach drove their vehicles on the beach trying to get to the other side (from road side to boat side) This is not allowed by law as well as practically impossible (so now their cars ar stuck on the beach). People against the overtake are now waiting at the Gökbel entrance so no other vehicle can go in (planned was to bring in 2 generators and 1 bulldozer)"

DALÇEV is the company that wants to take over beach management, read: ORUÇ and partners. Around 11 last night they came with 15 people in 3 cars, alledgedly forced themselves past the barrier and drove onto the beach, where they got stuck. They then walked the beach towards the other end. Boats had been sent there with reporters and gendarme to await them and ask for a statement. Some people that had been informed of the situation have blocked the entrance and kept watch, so that the shovel and generators that had been brought could not pass the barrier. Today there has been a meeting of the authorities in which it has been decided that DALÇEV must remove the machinery they brought and that both ends of the beach will be guarded by gendarme, to prevent similar action. This has been posted b5 dalyani on their Facebook"

I have been to the turtle beach for a day trip, as I don't live near there. It is a very important place for the turtles to survive, so what does anyone think they intend to do with the beach ? Not develop it surely as it will ruin the turtle's breeding ground and habitat. It's good for tourism too.

In the night of 29/30 December Ramazan and Cumali Oruç and 13 DALÇEV companions broke the barrier padlock around 23:30. Allegedly they threatened the guard, who could not do anything against a group this big. The gang drove onto the beach with 3 cars, where they got stuck because of the heavy rains. By that time the guard had alarmed the Dal-Bel manager, who in turn called some IKUP members. They came to the beach to block the entrance with their cars and stayed overnight. Fortunately they were there when the shovel and tractors with generators arrived and could prevent them from passing the barrier. God knows what would have happened if they had not been there in time.

In the meantime boats were sent to the other end, bringing in reporters and jandarma to take a statement from DALÇEV President Ramazan Oruç. He claimed he had received a message at night that he was now officially in charge and therefore decided to finally take what was rightfully his. When asked "why in the middle of the night?" he said he would have come earlier if he had known in the morning or early afternoon. Allegedly the jandarma restrained from action..

In the morning around 8am there were some 4 jandarma at the barrier, but as more people showed up, having seen pics and posts on Facebook more jandarma arrived, zabita and 4 minibuses of riot police in full armour. It looked pretty grim! In fact nothing at all happened, but perhaps the authorities feared that people would take the law in their own hands. Everyone behaved responsibly and did not provoke in any way. They were just there to make sure no new surprises would get past the barrier.

In the afternoon message came that the Deputy Governor had had a meeting with the Ortaca authorities and had decided that jandarma will be guarding the beach at both ends and that for 3 days no one is allowed to enter the beach. He also decreed that DALÇEV had to remove their machinery, which they did. On the nights of 30/31 and on New Year's Eve IKUP sympathisers have kept watch.

Until the Court of Aydin decides otherwise, the stay of execution still holds as has been confirmed by the Deputy Vali. For what it's worth, the Vali has stated that DALÇEV's entering the beach at night was a violation of the site's protection regulations and therefore illegal.

This article was in Todays Zaman yesterday and it was interesting to read that the new private company has British partners but doesn't name them.

A court has denied an order to stay a decision to transfer management of the world renowned İztuzu Beach in Muğla from public to private hands, leading to officials from the private management company arriving at the beach late night on Tuesday accompanied by protests from locals that ended in the intervention of the gendarmerie.

Officials from a private company named DALÇEV, which has British partners, had showed up around midnight on Tuesday and asked for the evacuation of the beach, which led to strong reactions among locals as well as the mayor of the district of Ortaca in Muğla, Republican People's Party (CHP) member Hasan Karaçelik. When citizens blocked the entry of the DALÇEV team, the gendarmerie arrived and took control of the beach after talking to the two sides.

The beach has been managed by a public enterprise named MUÇEV, according to a statement made by the governor of Muğla. According to a new agreement, MUÇEV was supposed to transfer the beach to the private DALÇEV company, a transfer which according to the statement took place on Dec. 29. The governor's statement argued that the Ortaca municipality has no legal authority in this process. However, Karaçelik said there is another court decision allowing the transfer to take effect as a precaution.

The second administrative court of Muğla denied the request for a stay in the decision on the beach, which allowed DALÇEV to take over the rights to operate the famous beach, leading to growing protests by the locals, who are against the transfer of the beach from public to private management. The president of the Muğla City Council Union Hamdi Topçuoğlu condemned the decision and argued that public areas are unlawfully transferred to private companies for the purpose of exploitation of valuable land. According to him, places such as İztuzu beach should be managed by local authorities.

A CHP deputy from Muğla, Nurettin Demir, who also showed up on the beach during the incident, called the private management company “occupiers” and said they entered the beach premises by destroying the gate. According to him, since there is no rule of law in the country, these people are encouraged by the leaders who violate laws. The governor of Mugla's statement also showed he did not approve the breaking of the gate by the officials from DALÇEV, even though they are authorized to manage the beach facilities.

I don't understand the meaning of mayor Karaçelik's remark in Suzyq 's post that there is another court decision "allowing the transfer to take effect as a precaution." Who can explain?

Murat Demirci and Berna Babaoğlu kindly explained the cryptical and somewhat inaccurate text from Today's Zaman's article. So here it comes:

The latest is that on 25th Dec. the Ortaca court has ordered temporary injunctions on
- the protocol between Ministry of Environment & Urbanisation and MUÇEV, which was granted all Muğla beaches and jetties
- the protocol between MUÇEV and DALÇEV, which was granted Iztuzu beach.

These injunctions clearly stop anything MUÇEV has done so far and bring the beach to the previous status, i.e. a beach run by the Ortaca Municipality. The Muğla Governorship and MUÇEV, however, have chosen to disregard these injunctions claiming "the court decisons have not arrived officially", and therefore handed over the beach taking the previous court decision in effect which removed the stop of execution regarding the transfer of the beach to MUÇEV (then, to DALÇEV). Both had received a paper copy of the injunctions in hand on 26 December, but refused to act.

From bad to worse. No facilities on the beach.

This does not sound like good news to me, it sounds even worse than the privatisation.

NO COMMERCIAL FACILITIES ON THE BEACH. That means everything now on the beach cannot open to visitors. Why visit Dalyan if you cannot spend time at the beach? This is very bad for the whole town.
