Some one will tell you - in the water!
Remember what is clear water one day might not be the next time due to the direction of the wind and whether there has been any increase in run off from rivers or such.
Places to see lotts of live are where the water is deep and lots of rocks. I find the sandy areas do not always have the variety of sea life.
Don't forget to check just below the surface - often pipe fish and squid are swiming just below.

You do private charters (plug plug) so you must know some of the best places on the Aegean.

Snorkelling in the Blue Lagoon in Olu Deniz is fun and safe as the waters are calm and a great for children as a starting point, if lucky you can find yourself swimming with the resident Turtle! as Alan says it can sometimes get a bit murky but if you keep to the rocks its not too bad.
Pick up a small pebble and tap on the rocks and the fish being nosey (like me...lol) come to investigate and swim through your fingers, by gently moving some of the larger rocks it is not unusual to find Octopus (or is that Octopi??) or if th bottom is stoney they bury themself just below, they usually take just one disturbance but twice expect to get ink squirted!
when snorkelling if you raise your eye level with the surface you can see the many fish squid and pipe fish, just like Alan says.
The bays round and beyond Karagozler the other side of Fethiye are excellent, so different to the Lagoon, Flying fish! according to the time of year Swordfish have been spotted. The bays are rocky and the sea can be choppy at times but for the less competent swimmer to keep close to the shore or rocks is still relatively safe. all acording to how far out you want to swim or how deep you can go Sea Horses can be found, but not often usually when Scuba diving it is more likely. Karagozler Bays is fantastic!!
Blue Bays boat trips this maybe the easiest way to access the area past Karagozler, the sea is very clear, the trips to these bays is not yet as busy as the 12 island tours and makes and snorkling is a real pleasure
Kıdrak Bay, is the otherside of Olu Deniz just before Lykia World resort, a lovely stretch of beach, during the week is not too crowded, again it is rocky and due to the Belcekiz Bay the sea is not too choppy, try takeing a sealed bag of breadcrumbs, Chocolate Damsel fish go made for these and will play along with you.
There are so many bays along the coast, if the rocky area above the sea show signs of bygone ancient buildings you will be sure to find the remains of an underwater village that the sea has reclaimed. If you do not find sea life (un-likely) this is still interesting.
There is a wealth of sights to see under water, to truly appreciate it you must have a go and see for yourself. Snorkelling is not strenuous, just a gentle flick of the ankles is all that is required, it is like flying but on water!!

i used to swim in Phaselis ( its a place in Antalya Kemer). Water was so warm there that i swam for 3 hours and more! I think warm water is important for snorkling.
