I Have a lot of clients with this same problem, yes part has to with the salt in the sand, concrete mixure, but there are several ways to treat this without having to scrape and repaint every year, and I have had great success, depending on the application that is used, to treat the dampnest.

I think an examination of the local area will also indicate the extent of the problem
we went to one Sitesi and there was surface water everywhere so we were not surprised that there was some efflorescence inside the houses. Naturally we didnt buy there
as some others have said it is not helped by the house being empty over the winter (ie the wettest time). One agent told me it was just condensation but I think its morre likelt to be the goundwater rising through the concrete. Painting wont wholly solve the problem because the water is inside the concrete and will tend to push the paint off the surface
Best advice is to buy where there is less visible water on the ground, or insist the builder puts in a complete damp proof membrane (not only the walls but across the whole floor and preferably at least 150mm above the ground level. The advice about keeping the place aired and heated is sound but remember that concrete takes years to dry out completely and keeps getting harder over a period of hundreds of years (a slow chemical reaction, not associated with water or lack of water. Concrete will even set under water)

can anyone recommend anyone in the bodrum/turgetreis area who can look at our house to see whether it needs a damp proof course? id rather pay if it needs it before it gets painted

I don't think it is possible to put a damp proof course in a house in Turkey judging by their method of construction.To be effective it has to cover the whole of the base of the house at least 150 mm above ground level with nothing penetrating it.The steel reinforcing would penetrate this and allow damp to penetrate inside the house.

this is an ongoing debate with residents on our complex in datca. Another builder informed a resident that damp courses were required in law from 2002. Our property was built prior to that and the managers keep repainting inside and out however they have stated they will damp course properties for us. It remains to be seen if they actually do...

our house does need painting in and out too but thought it would be sensible to get damp sorted first. dont know what to think now!

probably cheaper in the long run to repaint annually inside and every two years or so outside
