We own an apartment on a complex, can we insist that the construction company transfers the untilites into our names? The company (who is also responsible for the maintenance) refuses to do this until all the owners have their tapu, we suspect however that they have no intention of doing the transfer because they have also said that if any of the owners fall behind with their service payments then their utilities will be cut off.(I know sounds painful!)

We have our tapu (after a struggle) and habitation certificate,we are disputing the service charges but are not in arrears.
