HI I have outstanding electric bills as I have been in the UK longer than expected. I am needing proof of how much I owe, is there anyway i can get that without knowing my account number?? it is rather urgent!

Hi - you're obviously knowledgeable about all things Turkish, so I wondered if you could explain to me what an Emlak is and what does Tapu mean. We are still in the process of purchasing our property in Gulluk. We've paid all the money, but the builder still doesn't have a certificate of habitation, and we don't have the title deeds signed over to us. However, they've said we can furnish and use the property if we like. I thought I read somewhere that the water and electricity isn't signed over to you until you got the title deeds, so how do they charge for the water and electic that you use - no chance it's free I suppose!!

Hi Glenda and Richard
Emlak = estate agent
Tapu = deeds
Electricity and water signed over when you get your tapu. We were led to believe that we were on free electricity and water until we got our tapu. No chance we had quite a hefty bill to pay (which we didn't budget for)when we finally got our tapu.

hi gandr
if you put tapu or habitation certificate in the search you will get lots of info that has been discussed time and time again on here
it may take a long time for you to get the tapu ours took 15 months this may seem a long time but i know of people still waiting 2 - 3 years later
even when you have tapu it can take a number of years to get the hab cert especially on a larger complex this is only issued when the builder appplies to the local council for the site to be signed off all taxes from the builder have to be paid build regs are checked if not appropriate for any reason they will fine the builder or even not allow the hab cert to be granted for a long time possibly a back hander from the developer to get it.
as for the water and electricity you will be paying a higher rate (develoers rate) .............untill you get your hab cert you can not get domestic rate as you dont have the build cert to say it is officially habitable............what i would recommend is if you have your own meter and you are asked to pay towards any of the electric on site by the developer have your reading put on the receipt that you get stating how much you have paid for
the site manager on our complex was charging mad rates untill discovered by a permanant resident .
as for moving in your items that is somthing most people seem to do but dont forget to insure your items ,

That was very helpful, I did not know there were different rates for the different times of the day. Also I had no idea of the word meaning on the actual bill.

Thanks for the useful info cheeky chops. Do you know if a developer can get the habitation certificate in phases or does he have to complete the whole development including communal facilities.

our complex is completed and has been for nearly 2 years including all communal facilities there is stil no sign of application towards the council for signing off
and yes i would imagine all is to be completed unless there are clearly 2 sites. eg . sunshine 1 and sunshine 2 where clearly seperate complexes but built at the same time and developer then one maybe signed off without the other see no real reason why the developer would do it in stages but not certain as this did not apply to us
