Electricity- Builder v residential rates????

As you may have read on another thread I have recently found out we have no habitation certificate on our complex. We therefore have no manager or management committee, just the builder who seems to have taken charge of collecting electric, water and maintenance. I now have an urgent query regarding the tariff on electricity, as I am due to have a meeting with the builder tonight.
We were asked last night to pay 0.2861 kurus per unit for electricity used. Previously we have been paying 0.21 kurus per unit. I believe the higher rate is what is called a 'builders rate' because the complex has never been registered. It now appears that the hotel that is being built next door gets an invoice which incorporates our complex, and we are being called a 'pansiyon' that is attached to the hotel complex, and the rate of 0.2861 is the 'pansiyon' rate. That is query number one, I dont understand how a private complex can be attached to a new build hotel?? Query number two is, I have no problem paying for electricity at 0.21 per unit, which I have told them, but do have a problem paying the difference. I have said the difference is the builders problem, and that he should get the habitation certificate sorted out and then we will be invoiced at residential rates, and until he does so, then he should suffer the difference in charges, as it his laziness that is creating this problem. Am I within my rights to do this?
(By the way we are on the old meters not digital ones)

Sandra the rate should be .19 this includes KDV. I think you need to talk to your builder in the first place and see what you can get done, use your charms on him.

So Bryn, can i stick to my guns and pay for electric used at .19 and no more? Like I say I am due to have a meeting with builder, and just want to know my rights, then I am forearmed.

Why don't you talk to some one who is qualified and knows how to deal with this kind of thing i.e. a solicitor / avukat ?

Yes I know that is the best course to take, but I was just hoping someone on here might have one or two answers.
I did employ a lawyer when I originally bought my apartment, hoping that nothing like this would turn up, in my naivity I thought he would have had everything covered, but that it seems is not the case now.
If anyone in Bodrum could recommend a lawyer, I think that is now going to be my next step, unfortunately.
PS the builder never rang me to have a meeting, so I am still waiting to hear his side of things!

Habitation certificate AKA Ferdi Iskan and its a peice of paperwork that should be completed on all houses/apartments on build it then allows normal connection to utillity supplies. Effectively its a belidiye tax, of about 400 GBP on a 70,000 GBP dwelling payable once only. The govt has reaslised that this isnt allways being paid and have cracked down on it such that in Antalya you wont get a water connection without it.

never heard of anything like that up here, but then again I never pay much attention to whats going out and whats coming in.
Is it somethings thats dumped on foreigners down in the resorts?
