Question Digital Electric Meters

Can anyone please tell me how the electricity meter knows what time of day it is, bearing in mind the number of power cuts we have? It is impossible to keep a timer going so how does the meter cope? How can it keep the rates at the right times (if you understand what I mean)

It probably has an internal battery back up to protect it's settings.

I've been in the Altınkum area for the last 10 years,firstly in Mavişehir and now near 3rd beach.
