You need an ICC licence for any boat with an engine.
Size doesn't matter.
You don't pay tax on boats with engines smaller than 10 hp.
You can do ICC courses İn English in Gocek and Marmaris ,I believe but it may be cheaper to do it in the Uk before you come.

Fethiye Coastguard are getting very strict about Captains Licence. We met four Enlish people in Ege Saray marina last week who had a slight collision with a gullet in a bay near Gocek.
The coastguard were called who fined the captain YTL10,000 for having no licence.
The charter company in Gocek also received he same fine. They were also made to remain in Fethiye until either he could take a Captains Licence or have a qualified captain on board

I wonder how that works with flotillas? I've done a few sailing courses as has my husband and would be able to sail as part of a flotilla. Neither of us have formal qualifications in sailing though and I don't think many who take this kind of holiday do. I'm wondering if because the lead boat has someone with qualifications it is OK.

The regulations on boat registration has changed this week. Instead of taxing like a car, based on engine size, it will now be on length. Many Turks it seems have registered their boats abroad to avoid high taxation, and this is an attempt to entice them back.
