Fishing Licences in Turkey
Does anyone know if you need a rod licence to fish Turkey's rivers, lakes and seas

Ian mentioned something about a license in a post this morning but to be honest I have never been challenged by anyone wherever I have fished?

GarryP: I got the quote below from the Mugla Tourism office:
"Tourists may fish for sporting purposes in non-prohibited regions without obtaining licenses. Amateur equipment and noncommercial, multi-hooked lines should be used, and fishing nets should not weigh more than 5 kg. Commercial fishing by foreigners carries heavy penalties.
Details concerning fishing zones, minimum fish size and the number of fish that may be caught per person, can be obtained from: Orman Bakanligi, Su Urunleri Sb. Md. Gazi Tesisleri 11 Nolu Bina Gazi, Ankara (Department of Fisheries, Ministry of Agriculture and Rural Affairs) Tel: (312) 212-6300, Fax: 221-2170"
This means that as long as you are fishing with a rod and for sport, you are OK. You can see that there is a restriction on net size/weight.

Yes... I agree.
Bottom line, (excuse the pun) just plead "I am a tourist" and whats going to happen. Nothing. Maybe a 20 lira fine and 1/2 your catch.

I have had a look through the Fishery Regulations, which are mainly about commercial fishing.
However, Chapter 3, Article 6, confirms the information from Mugla Tourist Office:
"Sportive Fishing
Fishing Gear and Permissible Quantities
Article 6- Sportive fishing is conducted in areas and during periods in which fishing is allowed and can be practised by using the fishing gear such as; every type of fishing lines including long-line, cast nets weighing up to 5 kg and scoop-nets.
The usage of fishing gear other than those mentioned above is determined by the Provincial Directorate in accordance with the principles dictated by the Ministry. The principles of sport fishing to be carried out in the fishing areas leased, are also determined by the Ministry.
All kinds of sport fishing activities to be practised in the seas and inland waters are by permission of the Ministry.
Daily quantity of fish to be caught in sport fishing can not exceed the quantity given in Annex 4 of the Regulation."
Reg 4 sets out the size and number of fish that can be taken.
The issuing of licences in that section seems to be limited to commercial boat owners and fish farmers.

Now I have been through the other one - Fishery Laws, which confirms there is no requirement for licence in the last paragraph of this quote:
"CHAPTER - II
Fisheries Production
A) Fishery Production Licence
Licences
Article 3- In order to regulate fishing in the country fishing licences are being issued.
The real persons who are involved in fishing must get a licence for themselves and juridical persons must get a licence according to their juridical status.
Owners and persons who equip the fishing vessels must also have a licence for the vessel in question.
Fishing licences are issued by the Governorship upon the advice of the related official departments.
The licences have to be shown to the proper authorities upon request.
Fishermen who will catch fish in the forestry and in the areas where there are irrigation facilities, must get a visa for their licences from the local forestry authorities and State Hydraulic Works oranisation beforehand.
(Amendment of paragraph seven by Law No. 3288)
Turkish citizens and foreigners who will catch fish for non-commercial or sportive purposes with small scale gears in the areas where fishing is not prohibited are not obliged to get a fishing licence. The matters concerning the methods and principles of this type of fishing are arranged by a regulation."
