I do not know the law about buying and using a boat in Turkey. I only know how I bought my boat 2 years ago and how I use it.
- It was a second hand boat with a turkish flag. To buy a boat with a turkish flag I was asked my residence permit and my tax number.
- We signed the sale agreement in a notary office
- We made the sale be registered by the harbour captain
For the sale itself that' all.
For using the boat the harbour captain told me that my french amateur licence was enough. The boat is 8,5 m long and has en engine.
With a turkish flight you have to comply with turkish regulation about security (theorical annual check) and list of equipment given by the harbour captain. You have also to pay tax twice a year in january and july(500YTL each time for that kind of boat)
Of course you can use it only for personal use not for commercial.
Do not forget to put your country flag under the turkish one, it is not compulsory but with that foreign flag the "sahil güvenlik" do not bother you when you are on the sea.
This is the common practise in Finike, of course Turkey is Turkey and it could be different in other place. The most important is to have friendly relationship with the "liman baskani".

If you do your International Certificate of Competence course in the Uk that'll cover you to sail a boat here , I'm told.
