I think the problem arises when boat is over a certain lengh
you have to have a captains qualification Apparently this is
almost impossible to attain as goalposts move
we have a small motor boat that we keep in sogut and have
no problems....so far

Theres a couple on Ginos who operate in Marmaris and Kusadasi.
These are brokerage so inflated prices. Look around and I know you will find cheaper, and of course moorings are a important part of the cost too.
Trailers for many of the smaller boats are hard to find.

I was told by the mayor there is no mooring charge at Akbuk harbour, which they plan to make bigger soon.

That maybe the case now but as demand increases and berths become more scarce, it can only be a matter of time before commercialism takes over.
The marina in Akbuk probably sees little new traffic, Belidiye more than likely sees very little income too from the locals, but a marina is always a good earner and I am pretty sure they will capitalise on its potential before too long, or maybe make the mistake and lease it to a foreigner.

To sail any boat with an engine you need your amatuer Captains licence.
You can take the exam on the first Wedsnesday of each month in Izmir.
You need to have the normal health checks too beforehand.
Hubbie just got his licence.
He's after a small yacht ASAP.
