If you install a stop cock directly after your meter and lock it if need be. then you should not have any of these problems.
A very cheap solution imo.

I had same prob as this in the UK and after one bill of nearx£600 instead of around £150 I was searching every where for water use age with all taps off and meter still registering water use in my house.In the old system when water by passed the faulty valve in a loo it used to warn you with dripping on outside of house with the overflow pipe leaking .With these new toilets it goes back down the pan with no warning its happening . Lucky for me I had been calling the water people for some time about my bill ,and they gave me a one off let off from the bill. So for the sake of me fitting new 80p valve washer I would have ended up paying about £400 extra on my water bill . Keep a eye on the loo valve ( or washer ).

Thanks for the update and sorry for not replying sooner, but I have been away to that country called Turkey and missed a few post until now and am just catching up.

But at least we now have the explanation of where the water went to and not just the water company trying to get paid something for nothing.

Did you have any joy arguing the fact that the bill was caused because of their faulty stop valve?

'Clouseau' got to the bottom eventually.
