Water leaks and bills.

As one of three owners who have incurred hefty water bills from apparent defective outdoor stop cocks to our properties and with bills to be paid even though the stopcocks are the responsibility of the water company, replaced free of charge but no waiving of the bill, has anyone else in the area have similar experiences?
Am I and my fellow owners just part of a coincidence or is this very questionable?

If your stop cock is defective but your water meter is still servicable, how can you be asked to pay a huge water bill?

If the stop cock and the water meter is defective, where did all the water go and what damage did it do?

I thought the outdoor stopcock was before the meter, so it would be an un-metered loss.

It annoys me that even in UK they say you are better off on a meter . But when there is a leak and it goes on 7 days a week 24 hours a day there is no way you are better off .

In basic terms and this is the get out clause of the water company - if the stopcock fails to fully stop the flow of water and subsequently the water meter turns to show usage, then the bill sustained is the responsibility of the property owner. We obviously realise that had this been the UK we would have redress but In Turkey it's a case of whatever the circumstances, the recording of usage is enough to produce a bill, irregardless that it was their defective stopcock. Three of us have had sizeable bills and no satisfaction from the water company.
We are naturally disappointed with this decision but are now questioning if there is any sort of pattern emerging, particularly in this general area.

Something is not quite right here.

If the 'Stop cock' is faulty and the meter is still registering a 'usage' then you have a leak on your side of the meter.

HOWEVER, for three people to have the same problem does not sound right, unless all three have a water leak also.

The question is though, if the meter is registering something, then where is the flow/trickle of water going to?

If there is no leaks and no-one is using any water then it would be irrelevant that the stop-cock was open.

As I said, 'Something is not quite right here' or there is something you are not telling us about.

It used to be (in the old days when I was in UK) that everything after the meter was your responsibility; in my last UK house, the meter was on the pavement outside the house boundary.
Some sites in Turkey have a main meter for the site and sub-meters for each property. They canīt bill you unless there is something showing on a meter.
In any dispute, pay it and then challenge it, otherwise they will cut you off and charge for reconnection.

For Oldfogy's information, my keyholder informed me of this problem when checking my property and discovered that a valve from a toilet was failing to turn the water off properly but as such if the stopcock had been doing it's job properly water could not have got into our place.
The constant trickle over what was several weeks was not originally detected until my meter was seen to be recording usage.
In the case of my neighbours, their leaks were after the meter but into the garden, not into their properties. None of us sustained any damage, just bills.
