It really depends on what you are looking to have built and how much time you will be spending on the project yourself. There are quite a few builders/contractors with basic english but I couldnt recommend them to undertake management of a "dream house" project on their own. It is a lot easier to recommend people on the basis of the type of house you want, the plot you are planning to build on and your particular needs rather than on the basis of if they speak english.
Sometimes it is better to get a good, fluent, independent interpreter (or friend) to work with you and the builders rather than narrow your choices to just an english speaking builder. There are massive differences between being able to speak enough english to get by and truly understanding what a person may want from their new home.
However, there are about 300 emlaks in Kusadasi with building contractors at their beck and call who are positive they will know exactly what you want (because you will get what they decide) and will be gagging to throw up a villa on your behalf!
