To be granted Turkish citizenship you need to fulfill the following conditions (from the Istanbul valilik website)
1.Türkiyede ikamet eden yabanci uyruklu ve vatansiz durumundaki kisilerin vatandasligimiza alinmak istemeleri halinde Türkiyede vatandaslik için basvuru tarihinden itibaren ileriye dogru en az (6) alti ay Türkiyede ikamet izni bulunmasi sart olup, daha kisa sürede bulundugu takdirde bu sürenin uzattirildiktan sonra basvurulmasi gerekmektedir.
You have to have a residence permit valid for at least 6 months from the date you apply for citizenship. If necesary you will have to extend your residence permit and then apply. And you may have to extend it during your aplication process too.
2.Türkiyede yerlesmeye karar verdigini davranisi ile teyit etmelidir.
you have to prove that you intend to become permanently resident in Turkey (marriage, ownership of property or business etc.)
3.Türk Vatandasligina bas vuracak kisi resit olmalidir.
You have to be of the age of consent
4.Iyi ahlak sahibi olmalidir.
You have to be of good character (i.e. no criminal record)
5.Genel Saglik bakimindan tehlike teskil eden hastaligi bulunmamalidir.
You must not have any infectious disease
6.Yeteri kadar Türkçe konusabilmelidir.
You must speak Turkish
7.Türkiyede kendisinin ve bakmakla yükümlü oldugu kimselerin geçimini saglayacak gelire veya meslege sahip olmalidir.
You must have enough financial resources to support himself/herself and his/her family in Turkey .
8.Pasaport, pasaport tercümesi ve ikamet tezkeresinin tüm bilgilerinin ayni olmasi gereklidir.
Your passport, passport translation and residence permit must all be in agreement.
If you meet the conditions above, you can apply to obtain Turkish nationality. Application can be made the local Governor's office in Turkey (valilik - Il Nüfus ve Vatandaslik Müdürlügü) with the following documents.
1.Form dilekçe;
-Ilgili tarafindan eksiksiz doldurulmus ve imzalanmis Form Dilekçesi,
an application form
2.Ikamet tezkeresi;
-Islem gören her sayfasinin ikiser adet fotokopileri,
two copies of your residence permit every page that's been used.
3.Pasaportun noter tasdikli tercümesi;
A notarised translation of your passport
4Medeni hal belgesi;
documentation of your marital status
-Evli ise evlenme belgesinin noter tasdikli tercümesi, evlenme Türkiyede olmussa Uluslar arasi Aile Cüzdaninin örnegi,
-Bosanmis ise bosanma belgesinin noter tasdikli tercümesi, bosanma Türkiyede olmussa kesinlesmis bosanma kararinin bir örnegi,
-Dul ise esine ait ölüm belgesinin noter tasdikli tercümesi, Türkiyede ölmüs ise mernis ölüm formu,
a notarised translation of your marriage certificate, divorce papers, or your spouses death certificate (whichever applies)
5.Esi Türk vatandasi ise kiminle evli oldugunu gösterir tam açiklamali nüfus kayit örnegi,
If your spouse is Turksih you will need to provide his/her residence papers (from the local authorities)
6.Türkçe Konusma Belgesi; (Asagidaki belgelerdin herhangi biri yeterlidir.)
Document proving you speak Turkish.
-Nüfus ve Vatandaslik Müdürlügünden alinacak yaziya cevaben Milli Müdürlügünden temin edilecek belge,
(A certificate from the governor's office, where you make your application - in fact getting the certificate is the first step for most people)
or a certificate from TOMER or any Turkish school you have graduatedfrom.
-TÖMERden alinan mezuniyet belgesi,
-Türkiyede her hangi bir okulda ögrenci ise ögrenim belgesi, okulu bitirmis ise mezuniyet belgesi veya diploma örnegi,(Lisans üstü,ihtisas ve doktora belgeleri hariç),
7.Saglik Kurulu raporu;
a medical
-Nüfus ve Vatandaslik Müdürlügünden, Il Saglik Müdürlügüne hitaben alinacak yaziya istinaden Devlet Hastanesinden temin edilecek Saglik Kurulu raporu.
you go to the nearest Devlet hastansei for a check-up.
8.Geçim belgesi;
proof of livelihood
-Türkiyede geçimini ne ile temin ettigini gösterir yeni tarihli resmi ve açiklamali belge,
documentation of your income
-Çalisma izni var ise bir örnegi,
work permit if you have one
-Türkiyede kendisine ait isyeri var ise, vergi levhasi ve Ticaret sicil gazetesinin birer örnegi,
proof of owneship of a business if you have one
-Geçimini yurt disindan temin ediyor ise buna iliskin belge tercümesi,
proof of income from overseas.
-Bankada birikmis parasi temin ediyorsa veya maas aliyorsa ilgili bankadan alinacak resmi yazi,
bank account details
-Kendisi çalismiyor ise geçimini kim temin ediyor ise o kisiye ait resmi geçim belgesi ve geçimini kimin temin ettigini belirtir dilekçesi
if you are supported by another person, their documentation will be required.
9.Türkiyede adina kayitli menkul veya gayri menkul var ise belge örnekleri,
deeds and certificates of property you own in Turkey.
10.Türk vatandasi olan akrabasi var ise nüfus kayit örnegi,
documents of any Turkish relatives you have.
11.18 yasindan küçük olan çocuklarina ait dogum belgeleri;
birth certificates of children under 18
-Çocuk yurt disinda dogmus ise dogum belgesinin noter tasdikli tercümesi,
Notarised translations if they were born outside Turkey.
-Çocuk Türkiyede dogmus ise dogum raporu ve mernis dogum formu,
-Çocuk Türk Vatandasi ise nüfus kayit örnegi.
12.Diger dinlere mensup olup ta Islam dinine geçmek isteyen isiler ikamet ettikleri Ilçe Müftülüklerinden alacaklari Ihtida Belgesinin bir örnegi
If you would like to convert to Islam, then a certificate from your local religious affairs office (muftu)
NOT:Her belgeden bir asil, bir fotokopi olmak üzere ikiser adet. alinacaktir.
originals of every document must be produced with 2 photocopies.
If you meet the requirements....
1.Ikamet tezkeresi, pasaportu ve pasaportunun noter tasdikli tercümesi ile birlikte Valiligimiz Nüfus ve Vatandaslik Müdürlüklerine bas vuracaklardir.
Apply with your residence permit, passport and notarised translation to the the Valilik Nüfus ve Vatandaslik Müdürlük
2.Türkçe konusup konusmadiginin tespitine iliskin belgenin temini amaciyla ilgili Nüfus ve Vatandaslik Müdürlügünden alacagi yazi ile Ilimiz Milli Egitim Müdürlügüne gönderilir.
The document verifying you speak Turkish will be sent to the Ministry of education for verification.
3.Saglik durumunun saptanmasi ve düzenlenecek saglik kurulu raporunun temini amaciyla devlet hastanesine sevk edilmek üzere Il Saglik Müdürlügüne gönderilir.
In the meantime you will get your medical....
4.Form dilekçe ve istenilen belgelerin listesi ilgiliye verilerek gerekli belgelerin hazirlanmasi istenir.

5.Ilgilinin eksiksiz olarak tamamladigi belgeler alinarak vatandaslik talep dosyasi hazirlanarak müracaat numarasi verilir.

6.Düzenlenen vatandaslik dosyasi soy ve güvenlik arastirmasi için El Emniyet Müdürlügüne gönderilir.
your criminal record will be checked out by the cops...
7.Il Emniyet Müdürlügünden istenen tahkikatin sonucu alindiginda ikamet tezkeresinin süresi var ise dosya Içisleri Bakanligi Nüfus ve Vatandaslik Isledi Genel Müdürlügüne gönderilir.

8.Durumlarinda herhangi bir degisiklik olmasi halinde (medeni hal, ikamet adresi degisikligi ile müracaat tarihinden sonra dogan çocuklari vb.) bir dilekçe ile durumlarini gösterir belge getirmeleri zorunlu olup, söz konusu dilekçeleri ve ekleri Bakanlik Makamina gönderilir.

9.Vatandasligimiza alindiktan sonra Türk Vatandasi ile evlenerek vatandasligimizi kazanan kadinlar daha önce açilan vatandaslik dosyalarinin kapatmak zorunda olup, durumunu anlatir dilekçesi, nüfus kayit örnegi, evlenme belgesi, evlenme bildirimi, beyan belgesi ve nüfus cüzdani fotokopisini Nüfus ve Vatandaslik Müdürlügüne getirmeleri gerekmektedir.Söz konusu dilekçe ve ekleri Bakanlik Makamina sunulur.

11.Durumlari uygun görülenlerin vatandasliga kabulü için Basbakanliga teklifte bulunulur, uygun görülmeyenlerin basvurulari Içisleri Bakanliginca reddedilir.

12.Durumlari uygun görülmeyerek Içisleri Bakanliginca talepleri reddedilenler ikamet adreslerinden çagirilarak kendilerine konu hakkinda duyuru yapilir,düzenlenen duyuru belgesi Bakanlik Makamina gönderilir.

13.Bakanlar Kurulu karari ile Vatandasligimiza alinanlar Bakanlik Makaminca düzenlenen VGF 91 nolu formlar nüfus kütüklerimize tescili amaciyla Ilçe Nüfus Müdürlüklerine gönderilir.
If you're application is successful a file will be raised in the Ilçe Nüfus Müdürlük
14.Kütüklere tescil islemini yaptiktan sonra Ilçe Nüfus Müdürlügü ilgiliyi ikamet adresinden çagirarak nüfus cüzdanini teslim eder.
Once the file has been created you will be called to the Nüfus Müdürlük to pick up your ID card.
15.Ilçe Nüfus Müdürlügünden temin edilen nüfus kayit örnegi Içisleri Bakanligi Nüfus ve Vatandaslik Isleri Genel Müdürlügüne gönderilir.
Copies of this ID must be sent to the Içisleri Bakanligi Nüfus ve Vatandaslik Isleri Genel Müdürlük.
