What so you think Brussels never made "mandatory" quotas to EU member states, THEN threatened financial penalties for those who refused said quotas?

They did & thats why there are court cases pending.

By GDP, population & land size and by people who were not having refugees & migrants in their street. No doubt heads of governments agreed, then came the crimes.

Interesting when Juncker was asked about how the migrant quotas who were allotted to Luxemburg were getting on............"don't know, they've probably moved on" or something on those lines.

I have been critical of the refugee problem and refugee's ...... saying in posts if you expect out of over more than a million refugee's you wouldn't find bad people amongst them, you would be more than naive, stupid in fact ..... true of any large number of people whatever hue .... it was not helped by the dire vetting program, nor the lack of upholding ,even the EU own laws on immigration .. and the lack of help given to Greece and I suppose Italy by the other EU members in logistics and staff .....

To answer your question something you rarely do...........

You will have to put this question to the appropriate authorities D.A.

They were the ones, that even with all the resources and logistics at hand of 27 of the richest nations, decided to allow E.U immigration laws to be flouted , and allow unvetted refugees to arrive, unopposed, with no immigration control on the beaches in Greece. Fully knowing this near bankrupt nation, neither had the manpower or resources to cope .....

If help had been given, these were Islands, with only one form of transport to reach the mainland Europe. But still no control was in place ...... they ignored and unheeded even the plea's from true in need refugees, that their were young men, economic migrants in thier midst. The in need famlies even refused to board the same mainland ships with these unvetted economic young boys as a protest ... but still some of the 28 nations looked after thier own interests, ignored E.U. laws, and allowed the flow through thier countries unvetted.

As usual with some of the countries above , you seem to want to use the "not in my back yard " syndrome, suggesting countries down the line i.e. the departure countries should do the vetting, even after you yourself complain of the inherent problems met in doing this, quote strain on public services, the constant legal appeals that are then initiated and the inherent inefficiency of such processes, means that most end up staying in their arrival country anyway....
but you're happy for the departure countries to put up with this .... of course, you are ... fits your anti-migrant agenda, and out of your back yard ...... throw money at your promised, and internationally recognized legal commitments, and let poorer countries take the strain, by outsourcing your problem to other countries, not your own.

These departure countries are sovereign countries, not E.U. members. Why should they implement, the E.U. own laws ??? that their own E.U.members can't/won't implement ... by flaunting E.U.immigration laws and rules.

But no the departure countries should bear this brunt and on thier own land. Why should they as non-signatories uphold, E.U. own signatory agreements and commitments on the protection of refugees.
Again in their own countries not in the E.U. backyard ( hasn't the UK tried similar with France resulting in the jungle, I am sure the French people, if asked, wouldn't do it again . but departure countries should ?? ) You yourself have pointed out all the inherent problems it occurs ....rich .......... Especially when one of these departure countries of its own accord and straining its own resources you complain of above , is hosting three times as much as the whole of the 28 EU nations together .

I can only wish the EU good luck with their threatening strategy. Their intentions to dish out fines to countries who have JS in their coffers will go down well.
I think we will witness individual member states citizens back their own politicans over Brussels demands.

Turkey on Thursday opened a 55-house complex to shelter and educate nearly 1,000 children orphaned by Syria's civil war.

At the complex in the southeastern border town of Reyhanli, 550 staff members, including teachers, psychologists and security officials, will care for 990 Syrian children so far who have either lost parents in the war or who were born in refugee camps and left under the care of humanitarian groups.

The 1,000-square-foot complex is the result of a joint project by the Sheikh Thani bin Abdullah al-Thani Foundation for Humanitarian Services, or RAF, and the IHH Humanitarian Relief Foundation.
