Latest update: Summary – there’s a heightened risk of terrorist attack against aviation; the UK government has decided to implement additional security measures for flights departing to the UK from a number of countries including Turkey in the coming days but no later than 25 March 2017; you should co-operate fully with security officials; if you need more information about how this may affect your flight, contact your airline or travel company.

Not exactly explicit is it? Does not mention electronic devices at all, it leaves the onus on the passenger to contact a very busy airline to find out anything at all. But it does cover their @rses.

This is a later issue, again it's not precise but if there was too much information maybe potential terrorists could work out the source of the info.

Summary - There is a heightened risk of terrorism against aviation and the UK government has decided to implement additional security measures from direct flights which continute to depart to the UK from Turkey which will be put in place in the coming days and by Saturday 25th March at the latest
