Years of stabbings, the occasional shooting & plenty of gang/drug warfare.
The UK over the years have taken people in who have been brought up in war torn countries..........the use of knives/weapons have been part of their lives, if not the youth, then the parents.
If one of my sons went into my kitchen, picked up a carving knife & went out and stabbed someone, no matter how many police were on the streets, they couldnt stop it.
All well & good politicians & locals saying "we never see police here"......too true you don't, the police deliberately in many cases keep out of those areas............they have wives & kids to go home to.
Back in the day "early 70s" Jamaicans used to called the white police Babylon, they never trusted them then, nor do they now.
