If thereís Russian involvement it could well be theyíre currently working on the weak spots over security before publishing, other than that, no idea. Iím not even sure what obligations a government has to publish anything when it involves security.

So why the veil? The public must be allowed to make up thier own opinions. I agree that nothing will be changed retrospectively, but we need to be prepared for any future election/referenda
