I have just flown out to Dalaman with Cyprus Turkish Airline.In the in flight magazine they have this information on domestic pets.

DOMESTIC PETS
In the flights of CTA, domestic animals are transported.During the check-in process domestic animals such as cats,dogs and birds are accepted.Passengers are permitted to take their domestic animals into the cabinet with them provided that they do not exceed 5 kg with their cages or boxes.The boxes should be no larger than 55 x 40 x 20 cm and should be waterproof. Passengers are not permitted to take more than two domestic animals into the cabinet. Since there is no plane in our fleet that restricts the transportation of domestic animals, passengers should inform the officers about the intention about carrying domestic animals while making their reservation for the flight.

Presumably one would have to make different arrangements with CTA on larger dogs.
