You dont need to change your lanuguage/regional settings as this will complicate things when it comes to using your keyboard. and having to do this everytime is a pain, nevermind having to buy a keyboard or letters to stick on.
All you need is "character map" this is a bit of software that comes with Microsoft Windows XP/Vista, You will find this by going to Start,Programs,Accessories,System Tools or make life easier Start, Run then type "charmap" simpley select the letter you want and on the bottom left press select, copy and then in your text field IE/MSword ect click right mouse, paste - or ctrl v.
If it is not installed go to add/remove programs, windows components and select character map.
Or
Simpley hold do the "Alt" Key when your are typing just press:
1) Alt 0251 gets û
2) Alt 0252 gets ü
3) Alt 0231 gest ç
