Unlocking the phone in Turkey

My phone has been blocked now for Turkish providers. Can I still register it here intvd.gib.gov.tr/internetvd/template.jsp?page=IVD_CEP_TEL_HARC_GIRIS and it will be unlocked? Or is it too late and I should unlock it via some other procedure?

I think you have to do it within a certain time of arriving in Turkey ( its your passport arrival date they use I think ). When you say unlock ,I think you mean un block . That is more difficult. !

Is this when you brink a UK phone over ,insert a local sim and don't pay tax when registering it ?

Interested as about to do the same ,though as I understand if I pay the tax it's registered and free for me to use again and again ?

Yes ,it will work for a short time ,but they will block it unless you have Paid the tax to register it . if you do a search at top right ,there is quite a few posts on it . I bought a cheap Nokia in Turkey ,so I never got involved in registering a UK one .loads of info using the search button .

Yes, a lot of info, but still I haven't found out whether I can use that form to unlock the phone that was already blocked after 60 days, even after leaving Turkey and entering again.

Yes,I am afraid I have not seen any posts of anyone being in your situation . I am not optimistic it will work after being blocked. All you can do is see if it works when you come back in . And if it does then go ahead and register it ,or bring a back up fresh UK mobile with you .

If the phone has already been blocked by the Turkish Communications authority in Ankara, simply registering it the next time you come in will not unblock it. My only suggestion would be to go to your nearest Turkcell shop or office where you would have had to register it to avoid all this, and ask them if it can be done via Ankara.
For those not wanting to be in a similar situation, the process is quite simple. Within 60 days of entering Turkey (it used to be 30) go to your local tax office and pay the tax on the imported phone (it was 131TL but may have gone up like most things on 1 July). The phone's IMEI number will be registered against your ikhamet if you have one, or evisa if not. If registered against your ikhamet you can swap sim cards once it is registered. If regsitered against your evisa you are tied to the one sim card it is registered to.
Then go along to your Turkcell priovider and they will do all the paperwork and send to Ankara. That is around 40TL. Some areas also demand a printed record from the local passport polis (no charge for that) showing the dates you have entered and left Turkey - even though your passport shows it! Some areas dont ask for this.
You can also use the internet application mentioned by the OP but you will need your edevlet password from the PTT for that and a decent command of Turkish to follow it!
However, especially with the exchange rate of over 4TL to GBP, many are finding it just as cheap, sometimes even cheaper, to shop around in Turkey and buy a smartphone here when you have taken the registration costs into account and other things like local guarantees etc.

He will know if its still blocked before he registers it by putting in Turkish sim card when he gets there . if it don't work ,then no point in registering it . If it does work ,then yes. I bought a cheap Turkish mobile, as all this registering palaver and cost did not seem worth the Agg.( in fact I have 2 Turkish bought mobiles )

My point was that if it has been blocked it will not be unblocked simply by going out of the country and coming back in again.
