The way i see it, no one is allowed 15 kilos free.
If you have a suitcase or similar for hold baggage, even if the weight is 10 or 20 kilos, you pay £8. This applies to flights up to 6 hours duration.
For long haul flights, the charge is £15.
I believe if you do not pre-book hold luggage, the charge is £8 per kilo for
every kilo.
If a passenger wishes to book hold luggage after the original booking is
made, their web-site says this must be no later than 7 days before your flight.

If your flight booking was made before the 4th March for flight only then you will have 15 kg free. plus 5kg hand luggage.you would have had the option to purchase 5kg extra. Bookings made after that date
will only have 5kg hand free. all flights to turkey as under 6 hours flight are classed as medium haul so you will get 20kg for a cost of £8.00 each way if booked during your online booking, if you call after you have made the booking you will be charged 13.00 for 20kg each way.
If you have booked a package holiday to Turkey then you will have 15kg as standard plus 5Kg hand luggage and can purchase an extra 5kg for a cost of 15.00 return. Customer help desk cant add extra luggage allowance after tickets have been printed between 2-4 weeks before departure but it can still be added direct with the airline but at a higher charge. all this info based on thomas cook flights and not any other airline chartered by them.
Hope this helps.

The reason I say they will start weighing hand luggage is to ensure that passengers who opt out of hold luggage are not then carrying 10kg each in hand luggage, but as I say as this is just the stare of no checkin baggage we will see how it goes.
