The maintenance is to cover the following which is listed on Oracle's Property Developers in Turkey- MAINTENANCE INFORMATION SHEET Document. They state as follows:-
Swimming pool Maintenane,Gardens maintenance,Lighting maintenance around the complex,painting of the outside of the apartments every3 years (NOT RAILINGS OR BALUSTRADES),24 hours security,365 days a year,cleaning of stairwells and pool areas,winter Airing, Free bus Service.
Maintenance charges are reviewed every 3 years and you will be notified of any increase. If anyone would like a copy of this document please forward to me a fax no and I will send them a copy. regards Margaret & Brain B4

My understanding is that any development over 12 units (apts or villas) is legally obliged to have a management committee, with appointed officers, AGM etc. Those who do not pay management fees can have their apt or villa blocked from being sold and can even have it taken from them...but i would check this out with a lawyer. it is a good incentive to keep payments up...
