With planning permission via an architect, unless the pool that you already have is on a drawing & consent has been given for it.

Yes, although the only existing item you will be able to re-use is probably the hole in the ground! And even this will probably have to be enlarged to allow for the thickness of the walls and bottom.
In Turkey, most people (me included) opt for reinforced concrete construction, and an “over-flow” design, where the filtered water is pumped into the pool from bottom outlets, and the pool overflows into an overflow channel. Water from this drops into a balance tank, which feeds the circulating pump. (This system automatically sweeps leaves and dust from the surface of the water, regardless of wind direction, far more effectively than a skimmer box system.)
So, as well as a main hole for the pool, including 25 cm wall and bottom concrete, you will need an adjacent balance tank excavation with a volume of about 9 – 10% of the main pool.
It is strongly recommended you do it legally with the required planning permission. I can’t speak for other areas, but here in Selimiye, a few pools have had to be filled in because planning permission was not obtained. Swimming pools show up wonderfully on Google Earth!
