You don’t get habitation certificate when you have Tapu and builder doesn’t have anything to do wİth that. We must go to governorship offices in Aydın to get an habitation certificate for you. Don’t worry, we can arrange that for you when you arrive in Altinkum.
Yes when you get tapu, kat mulkiyeti will be sorted out.
Is this correct?

absolute rubbish.the builder has to submit the building plans to the belediye [council ]and then the council send out an inspector tol check the builder has built the property to the correct specifications that they demand ,only when they pass it do they issue the hab cert .if they dont pass it then the builder has to put it right otherwise you will have to pay to put the builders cock up right yourself .

As everyone else has said, it is wrong, but to me it sounds as if they are mixing up the habitation certificate with the residency permit. Sounds like your agent is Turkish so it could be a misunderstanding.

Re: Is this correct about the habitation certificate?
Thank you very much everybody. I thought I had to ask as it didn`t seem right after reading the threads about the subject here. What would I do without this site...
I will have to write a new e-mail to the agent, and ask once again about the habitation certificate.
Dalaman Deli - Yes, they are Turkish. I am hoping this is a misunderstanding too, I will ask again. I guess the kat mulkiyeti can`t be sorted out when there is no habitation certificate?

"Use of Building Permit" or "Habitation Certificate" (“Yapi Kullanma Izni” or "Oturma Izni/Ruhsati" in Turkish)

Re: Is this correct about the habitation certificate?
Thank you so much both of you. Have found the link and I will send it to the agent, with an explanation. Maybe he`ll understand now.. as I hope this was a misunderstanding :-)
I really appreciate your help.
