I hope to go down the Belediye to pay my Council Tax for the last 2 years (plus the late payment fine!) but my house doesnt have Kat Mülkiyeti ticked on the Tapu (it's still Kat İrtifaki).

Is it therefore classed as Cultivated land, Uncultivated land, Non-residence purpose building, or Residential building??? (they all warrant different Council tax rates)

I'm a bit concerned that this may throw up further problems of having no Habitation Cert.

Is it still possible to get my Council Tax up-to-date without all the other malarky?
Also, what is this 'License for Utilsation' i've heard of?
Is it another name for something else such as the Habitation Cert or the Building Usage Permit?...or indeed are these one and the same?

Any ideas? Help? Vailium?
