As Evo89 states there has been a lot of discussion about your problem. That is it all it is as nobody seems to have had the same problem, not unsurprising as I get the impression that most members of TLF are ultra cautious about visas etc and would not get themselves in your position, especially not paying a fine.
On a pure practical note I would have thought that just turning up in Turkey could well inflame the position and make it even harder to rectify.
Why don't you employ a legally qualified person who deals with your sort of problem who would probably know how to go about seeking a resolution. They might even know who to contact to smooth the path.

Or just make the effort and get yourself along to the Turkish Embassy or Turkish Consulate and get it sorted.

As i said my visa application trough the consulate got rejected ,they could not tell me anything about the reason of rejection , also they could not say if i was even banned , i guess i am but if they cant say this there is no other way then going to turkey and try to sort it out there at the AirPort,

I think you will end up arrested myself, you yourself are not capable of getting to the bottom of it, your words, so why not try Bramidans suggestion and employ someone who is capable and possibly has the correct contacts

If they are going to deny you entry, they are not going to sit around having a chat about it, they will just send you to the departure lounge for the next flight out. Like most immigration controls around the world, their computer will tell them what to do with you, it will not be at the discretion of the man on the gate. Don´t take the risk.

Blinking Heck ,I have to go there now and then ,its expensive .3 hours parking is about £5.Go over 4 hours it jumps to around £10 .

Thats it, thats all you need to know. The Turkish Consulate in your country will have contacted the M.F.A. in Turkey & one would assume they told the Consulate not to issue you with a visa sticker in your passport. It must be assumed that your ban is still in force,so when turning up at a Turkish immigration your details on file will be 'red flagged' & will just mean you'll be taken to one side,held for ages while they confirm that you probably are still banned & will not be allowed to enter Turkey.

If you look on the Turkish Consulates UK website it states clearly that after a ban the only way to re enter Turkey is by having a paper sticky visa stamp entered into your passport from them.
