Re entry to Turkey.

This is a bit long winded. My daughter is home in England till 31st Dec 2018.
Whilst here in England she is waiting for her temporary resident permit to arrive. Can she travel back to Turkey on a e-visa.
Although she did over stay her last visa in Turkey as she had begun the application for her temporary resident permit (for Turkey)

I am thinking you might be confusing the "temporary residence permit" with the "short-term residence permit."

The "temporary" residence permit is a piece of paper, with a photo attached, given at the conclusion of an in-person interview. It serves as a residence permit until the actual residence permit card arrives by registered mail. With the temporary residence permit (the piece of paper), she can travel outside of Turkey for up to 14 days, then return without having to get a visa. If she stays out of the country for a longer time, no worries, she just needs to get an e-visa to re-enter, if her actual residence permit (the "short-term" residence permit) has not yet been approved.

The "short-term" residence permit is the regular residence permit. They are issued for durations from three months to two years. This includes the actual residence permit card. After the appointment her package is sent to Ankara, then processed. Then the short-term residence permit card is mailed to her by registered mail, to the address she provided during her application. When they put it in the mail in Ankara, the post office (PTT) sends an SMS message to the mobile phone number provided, with the bar code number of the package. But if she is outside of Turkey she won't receive it.

I am assuming this is the situation you are talking about...

If she is out of the country and the postal service can't deliver it, the post office will keep it for around two weeks. If she doesn't pick it up by then, the post office will send it to the immigration office where she applied. Then the immigration office (Directorate General of Migration Management, or DGMM) will keep it for several months.

She should buy an e-visa, online, before she comes back to Turkey. Just in case.

The immigration officials may see that she overstayed her previous visa or that she has reached the limit on her time allowed in Turkey. If that is the case, they will give her a letter to sign, promising that she will apply for a residence permit within ten days. They will have no way to see that she has already applied. It doesn't matter... she can just sign the letter, then enter Turkey, then go and get her residence permit.

If her residence permit has been approved before she gets back, the immigration officer might just tell her she doesn't need to enter with the visa, because she will already be in the system as being a legal resident. But since she can't know that will be the case, she should get the e-visa. Better safe than sorry.

After she enters Turkey, she first needs to check with the post office. Even if she doesn't have the bar code they may be able to find it by name. If they can't, if it isn't there, she can check again in another week. She can also go online to check on her residence permit status, using the application number on the application form. Or she can go to the local DGMM, without an appointment, and ask them about it.
