According to an article in The Mirror this is a popular saying in Turkey

Bayram Degil (SEYRAN DEGIL ENISTE BENI NIYE OPTU? - Turkish: there must be something behind this. Literally "it's not festival time, it's not a pleasure trip, so why did my brother-in-law kiss me"?

Anyone heard it recently?

Yes, it is a popular saying when you feel like, as you already stated, "there must be something behind this".

yes i heard Mr Erdoğan say it recently when he was talking about his political rival..Deniz Baykal!
